That’s our boat (DayBreak)! My wife made that. Fabric is a canvas material. We have another like it for more storage on the bulkhead in front of the passenger seat which is also in our photo album.

When we ordered our boat and got the "factory canvas," that's the way they made it. I always thought the exterior windshield cover was designed to make things more exciting if you drug anchor in a crowded anchorage at night. (rimshot). My wife made interior covers for each of the 3 windshields, using Sunbrella that matched and trimming the edges with bias tape/seam binding. She also made a matching interior cover for the hatch over the V-berth to keep light out and have some privacy when docked by taller boats in a marina.

Regarding that storage bag, we used a shoe storage bag from IKEA that hung on the door to the head. Handy, and you could trim it for length. Or, pretty straight stitches if you choose to make something to match your interior Sunbrella color.
 
The outside windshield cover is to protect the windshield from stones on the road when trailered. We always had interior "shades"--many different types--which are all fairly easy to make, even without sewing.
