Every time I read about all of the hatch leaking problems, I thank my lucky stars that I have an older (1989) with the fiberglass hatches that go over the fiberglass raised lip. They are larger than the plastic ones so access is great, and it is virtually impossible for them to leak, These are glassed up, gel coated and made at the same time as the boat.
I would think since they are already glassing up the boat, it would only take a bit more material to make 2 hatches.
The labor to do the cut out would be the same. The money saved by not having to buy outsourced hatches would pay for the required hinges and latch and no more leaks, ever.
The next to the last photo (#32) in my album shows the hatches on the older 22's.
I will try to get a photo of them in the open position.
