windlass anchor /leaking water into cuddy

I have a 26' Venture 2009 which leaked water from the windlass anchor storage box into the cuddy while slowly cruising down the Miss. River. We had two kids sleeping in the cuddy so bow was low. Is it possible for water to come up through the drain hole? There is no check value...just an opend drain hole. Perplexed in Wisconsin.
 
Where is the water in the V berth? Generally adults sleep in the V berth, and there is no probelm. Yes, water can get back up thru the drain hole, but usually stays in the anchor locker area.
 
we have a cc-23 (06) model I was having leaks coming in from bow rails and anchor locker . I took rails off one side at a time and used somthing like a 4200 and that seems to do the trick On the anchor locker I used 5200 all around the seams and that seems to do the trick I hope that helps .
