Tabbing or gel cote peeling?

While doing some crud removal in the anchor locker I noticed big flakes coming off. Is this a problem, should I peel it off or just not mess with it? Will moisture get behind and cause it to freeze and expand?

My 22' of similar age (2008) had a similar problem on the interior. I peeled off the loose stuff and painted over the exposed fiberglass -- after a good cleaning and prepping. I also had some internal tabbing that had lifted off the hull that I ground off, cleaned and prepped the hull surface and retabbed with glass and epoxy. I think the factory had not done sufficient cleaning of the hull before assembling the boat. I have had no problem since and all of my fixes remain sound.
 
Definately gel coat or paint peeling. It was sprayed on long after the hull was laminated to "finish" the interior of the boat. Agree, Grind off, clean and paint.
