the previous owner of the c-dog had a live baitwell mounted on the transome and two, three hole railing bases and supports screwed into the floor.considering his lack of preventive maintainance and the loose stripped screw holes, im now concerned after removel of baitwell and my patching of holes if i have sealed in moisture and now is festering out of sight ,one day to rear its ugly head. should i drill a hole and do a moisture test? is it possible to draw out said dampness? The chances are that a small amount of moisture will not be a problem. The worst case is that there is continuing moisture intrusion, and that with freeze/thaw cycles, there is further delamination of the hull. Removing moisture is difficult--and best done by heating the area, gradually, with a vacuum system to remove moisture. If there was no mold present previously--it is unlikely that there will be further mold growing in the absense of additional moisture.

Actually fiberglass is semi permiable to moisture, and hulls can be dryed out in low humidity and warm environments--this is often done with boats which have severe blistering.
