Another place for a short handle, just hand-sized, is on the port engine cover. It’s a place to hang onto when climbing into the well from the swim platform.

If you want extra grips for boarding from the water and ladder--then a handle thru the side of the splash well helps. For the outboard cowling, I would prefer to use a "Sea Sucker" handle:which relies on vacuum to keep it attached rather than put a handle with bolts thru the cowling.
 
I put handles on the exterior of the boat next to the swim step.

The picture only shows one, but there in one on each side now.
