The teak idea might work, but I would not count on it. I would open the core from the back or underside. Replace it with either piywood or other core material. Plywood would be the strongest. Then go put new glass buld up with 1708 on the bottom to a thickness of at least 1/4". All of this done with epoxy. Run pilot holes from the top down, then Hole saw about 1/2", before you put the plywood in place. Fill this with thickened epoxy and wait until fully repaired before drilling new bolt holes from the top to attatch the new and longer ladder (3 or 4 steps). Some have instead put the plate for a dive ladder "T" type in the center, instead of the pull down. (unfortunately my photos of this type of ladder did not make the migration. "This is the setup used in the Tom Cat, so any photos of a Tom Cat will show this--it should be a reinforced area with epoxy and glass in the back of the swim step if this is your choice. Epoxy gives a stronger secondary bond than polyester or vinyl ester resin.
