The just released plan can be found here. Lots of interest to us as recreational boaters, and particularly to those of you in the border areas. Of note, they are looking at new notice of arrival procedures for small vessels transiting to/from foreign ports, recreational boater participation in "trusted traveler" programs, and an educational course conforming to a national standard.

A lot of it is dry reading, but I think well worth all of our attentions.
 
Roger, you beat me to the punch. Figure #2 (page eight) is a truly masterful example of graphic arts raised to the level of government contractor complexity and obscured understandability. Absolutely stunning.

I actually tried to read some of the Plan and Tivo wasn't 'woofin when he mentioned that is was a little dry.

On the positive side, the Plant represents virtually unlimited opportunities for Kellogg Brown&Root, Halliburton and others to dip deeply in the dwindling resources of the USTreasury. The mere fact that this is a "living document" demonstrates that many will find employment editing and revising this masterful effort in bureaucratese; and I haven't even mentioned the unlimited opportunities for travel and liaision visitations for the purpose of consultation and implementation monitoring. Awesome.

Another positive outcome will likely realized when the document is translated into Erdu, Pastun, and Farsi. The "bad guy's" plans sections will be totally overwhelmed trying to understand it - and that's not a bad thing. Either that, or they'll think someone has already attacked Washington with some new kind of brain-numbing nerve gas.

Any idea where I could get a poster sized copy of Figure #2? I'd like to put it on my shop wall right next to my Republican version of the Obamacare Health Plan.

Casey, you are absolutely right about the opportunities this plan will bring to the "Watchkeepers" mentioned therein. But I think you only scratched the surface. If this holds true for recreational boaters I should think it will eventually affect any means of conveyance capable of holding an IED. Cars, trucks, RV's of course but also motorcycles, bicycles, baby buggies, etc. Why just stop at boats?

Why bother when the southern border with Mexico is not protected. Just hire a 'coyote' to sneak you across the border. That would be a whole lot easier than entering by boat.
 
The schematic on page 8 (Printed out in poster size--easy to do)--along with the words"stakeholder" in any government document--means that it bound to fail and waste billions of dollars!

Big brother is watching you! Reminiscent of some other times...and other nations. I think that the chance of a terrorist attack of any magnitute in a small boat is far less than an item brought in by a container or truck bed (over 70,000 a day!). Only a fraction of these are screened in any way. Of course the occasional mini submarine which arrives from Iran may prove me wrong.

I am told that in the Miami area currently it is not unusual to be stopped and boarded several times in a single day by one of many agencies. No matter that another agency had given you a "clear" ticket.

Passengers at airports are screened, but some baggage handlers are actual criminals and have the freedom to steal from your luggage.
 
So "They" start off with using "stakeholder" 3 times in an opening paragraph, and say I'm the government and I'm here to help you, then say it is a highly sensitive document and not for your eyes, but It's OK, here"s a document that has been sanitized and dumbed down just special for you the small vessel stakeholder.

And I'm sure, in accordance with the government paper reduction act, Out of the first 4 pages, there are 2 blank ones.

"The plan builds upon a strong, successful partnership and dialogue among federal and local authorities, small vessel stakeholders, the private sector, and the general public." :?: Where's the emoticon that says I'm scared to death of that. H :?: How many of "Them" are getting a free ride on my small vessel stakeholder income.

Isn't much of this already in existence? And if there really was communication between federal agencies and local agencies would this "plan" need to be invented, or reinvented? Is this my tax dollars at work? I'm thinking from that P-8 diagram that there is a whole lot more stuff coming down than going up. JMHO

Does this sound like something we should have printed out and on board incase we are subject to an intrdiction? :roll:
