I think I've figured it out, but can't be sure without seeing it up closer than the video allows.
The cards are in the order he needs them for the story from the beginning. All the apparent shuffling, cutting, etc. is done cleverly to appear as though the cards are randomly shuffled over and over, but each operation set returns them to the original order, e.g., they're split into three thirds, but handled such that when recombined, they're back in the original order.
Several different such techniques are used, but the original sequence of cards is retained for the story.
The story itself, plus the jokes and audience participation are used to distract from watching the shuffling too close.
Also, the audience is seated in level seating to block most viewers from observing too close. There is probably a mirror overhead (or closed circuit TV) to allow those not seated close to see, but the size and distance prevent too much detailed observation. Card manipulation is quick, to simulate rapid shuffling and prevent careful analysis. Those up front are overwhelmed by the action, jokes, participation, and distractions.
I also tried to figure out if the cards were notched, tapered, or whatever else, but those explanations would involved mechanics that were very difficult to perform, and the simplest explanation is usually the most probably correct (scientific principle).
At least, that's my 2-$1 chip explanation (since they're apparently in a Lake Tahoe casino <re: joke reference>. :wink:
