Rabbits Hutch

Hi All,
So as to cover all my options when it comes to replacing my 16' C-Dory Cruiser Rabbit's Hutch, I am looking at a new 19' as well as used 22' in my area.
I found a local dealer in WI who has a 2001 22' with under 200hrs on twin honda 40s. However, this 22 was ordered with no factory options at all. I mean it doesn't even have electric wipers, water tank, no stove/heater, minimal electronics, nothing. Therefore, I'm thinking the asking price of about $37K is pretty high. There should be thousands in wiggle room here, I hope.
I'm thinking that I could purchase this boat for a very reasonable price and over time add what I need. Appears to be in great shape but I have yet to see it in person.
What is a reasonable market value for something this bare bones? Here is a link if someone has the time to look a bit closer for me as I'm uneducated on the 22' to date:
