New Washington State BUI law

In Colorado, where I worked, the results from the device used at the scene, a PBT (portable breath tester) were not sufficient in court, they were just additional support for the arrest on "suspicion of DWI..." Those who refused roadside sobriety tests, breathalyzer, or blood test got an automatic one year license suspension as noted in the statute. That made my life easier.
 
This is all so new that I have to do some research and I'll try to answer some questions that have been raised here, at least from the LE side.
