Hidden water storage

When I bought the dog, I knew about the floating life jackets in the v- berth storage & the numerous high water stains in my new to me "well maintained" boat. I reworked the anchor locker drain, which was the historical C-Dory snafu. Then pulled & resealed all the keel guard screws. Dry as a bone now for 6 1/2 years. 4 years ago while drilling a few holes 2 " above the deck into the floatations space to install wire holder clips for my dedicated crab& prawn pot puller battery in v storage, to my surprise, both sides were holding water apparently coming in thru the flush mount gunnel rod holders. After deciding on a different route for the wireing, I now leave 1 open hole on each side for drains. Next, while replacing my transducer, I removed a wiring clip that secured wires to the port side splash well, water came out for 10 min. Can't imagine how it got into the closed space on the transom behind the port battery box. Can't put in a drain hole for that until I pull the port fuel tank. Today, while prepping for deck paint,I pulled out the plastic plug in the portapotty depression & found wet foam. Cut out access hole thru foam to an open space below that goes from the cabin step-up to rear wall of v-berth storage. Sucked out another gallon of ballast. So far I think I must have removed almost enough hidden ballast to offset the addition of my 9.9 hi thrust aux. motor! Don't believe any of the leaks could each any core so not worried about that.Vern
