I repair about 50 outboards a year and have repaired near a thousand in my lifetime. I would not waste my time with repairing it. I would buy a used one in almost 90% of the cases. I have had good luck with buying used ones from reputable shops that sell used lower units. Most of these reputable shops will replan a defective unit.
Thanks for this advice! I was able to find a used version of the upgraded design. I got it all put together and went for a test drive today. There is a noise I never heard before, kind of a "whirring/ringing" sound that occurs between about 2000-2700 RPM.
With the motor in neutral, the prop spins fine, no noise or anything. Here are the things that have changed since before the noise:
New (used 2007) lower unit.
New impeller
New gear case oil
New prop (different pitch as Ive gone from sea level to 3000' elevation)
My fear is that after dropping $1000 on a *used* lower unit, there's something wrong with it?
Or could it be something else?
Should I even worry since it sounds just fine above and below that RPM range?
