I recently bought a 2008 22' Cruiser and was wondering what is the purpose of this?

Could this have been something the previous owner installed something and then removed it? If that is the case then I would guess I'm left with some repair work?

That looks like it is the clam shell over the anchor locker drain hole.
 
It is a clam shell drain cover for the anchor locker. Don't remove it it protects the exit from rain a spray getting in
 
it drains any water from your anchor chain locker.

I have had some water intrusion into the v-berth and I wondered could this be a culprit?

...or do I need to look at something else?

You probably should look elsewhere. The rub rails or hatch are more likely.
 
I would examine the hole which drains. Many times the drain goes thru one layer of glass, which is tabbing for the floor of the anchor locker, and then there may be a "void", which is open to the space between the hull, and this tabbing, and under the forward v berth--which will drain downward.

My boat did not have an anchor locker drain--and I drilled a hole for one. It may have been a bit steeper than some drains are, but there was a very significant void in this areas.

If you find that there is leakage here, there are several options. One is to glass in a tube, another is to pack glass fiber saturated with epoxy into this void, then line the drain hole with 4 to 6 oz glass cloth saturated with epoxy. Thus you can seal the leak, if it is there.
