Below the water line maintenance?

We just picked up a 2004, 19’ C-Dory Angler that has been in fresh water only.

To start a maintenance schedule; When should one take the time or expense to take off, re seal and re install planing plates, depth finder transducer or anything else below the water line?

Is there a rule of thumb?

Please advise.

Checking any holes in the hull below the waterline on a new to you boat is a good idea just to be sure there is no water intrusion. You may also want to check your brass keel strip screw holes.
 
I pulled, checked, and remounted the trim tabs and transducer holes on our boat and it was worth the peace of mind even if I didn't find any problems.
