We've had various small motors for dinghies over the years: 2.5, 3.5, and 4 hp two strokes that were light enough to move around, but still a handful when going from the main boat to a dinghy. My least favorite was the Honda 5hp, which was hard starting (especially after being run for a while)...
You may want to check with the authorities on the lake(s) that have a 10hp maximum engine allowed, but where I've seen that, you can NOT use a boat with a bigger engine, even if that engine is not in the water.

With our CD-25 with a Honda 135, I would plan for 2.5 nmpg, usually saw closer to 3 nmpg at high cruise (16 to 20 knots) and 5+ nmpg at displacement speed of 5 to 6 knots. Those numbers are when cruising and loaded accordingly. For any local boating, I would generally keep the fuel tank at 1/3...
