While the claims are definitly outlandish I do beleive that you could easily see a 30% increase in fuel efficiency in such a device. But not nearly a 70% increase!
An interesting note, it has been proven by a major automaker (BMW) that our current gas guzzling engines will run "as is" with a fuel injection system designed to run on Hydrogen. The biggest hurdle is being able to set up the delivery system across the world so that people can switch from Gasoline to Hydrogen. My guess is that the device above is something that basically gives you a hybrid fuel system and it uses far more water/electricity than they state on the site.
I used to use water "injection" on my old '68 Bug and increased both power and fuel mileage by about 10% when I had the adjustment correct. Only reason I stopped was due to the constant hassle of trying to get the flow just right out of the "injector" that I was using. Plus I had to manually set it each and every time I started and shut off the motor. But on long trips it worked great.
