Water traveling from cockpit into cabin

Boating in Boise usually results in doing it in dry weather. However recently we have had 2 situations that resulted in a wet cabin (and shoes) floor. Once the source was rain, and the other was water from wave action over the sides and into the cockpit. In both instances, the attitude was such that the water ran forward and into the cabin before it was deep enough in the cockpit to prime the bilge pump. I should say we are talking about a 16 cruiser. Our previous 22 had a lip under the bulkhead door that prevented water egress into the cabin, and yes, a second bilge pump under the bulkhead. The 16 has no barrier between the seat mounts, so obviously the water will come forward in a rough water situation. My questions are: 1) has anyone else had this issue? 2) would it be practical to fiberglass in a barrier about 1 1/2 inches to keep the water in the cockpit and get the bilge pump primed? The 22 had removable plug under the bulkhead door. If I do the barrier, should I add the drain?
