Water pumps pump but deliver no water

On my 2002 TomCat 24, I have a Flojet 4325 series pump for freshwater washdown in the cockpit and a Whale Babyfoot pump in the galley. Both pumps sound like they are pumping but, alas, neither actually delivers any water.

Worked fine for years. Suddenly, no more water.

Looking for advice on how I should systematically find and identify the problem.
 
A question I would ask is if by any possibility water was left in the pumps during the winter, freezing might well damage valves. The foot pump has a very simple check valve--and that is easily replaced. The Flowjet has 4 valves (quadjet). Either could be damaged, or have debris stuck in the valves. These are also easy to replace--but might be a good idea to tear down first, to double check--and perhaps some obvious problem: Here is the manual, with diagram and parts

I would tear each down--check valves for debris and damage as first stage of a evaluation.
 
First thing is to remove the inlet line on the lower pump and determine if you may have a blockage in the line from the tank if it flows well then considering where you live, follow Bobs advice. Good luck!
