Surge Brakes Locked up/King Trailer

The brakes are locked up on my King Trailer. It has surge brakes. Yesterday I was barely able to move it. Visually checking I can see the pads tight against the brake plate. I am guessing that the brake fluid resovoir/piston lock-out mechanism is rusted somewhere so that the piston is stuck in the actuated position and holding the brakes in the "braked" position. Anyone know how to tear into this and possibly fix it?
The tongue hitch slides into the trailer about 3" and that is what must physically depress the brake resovoir piston. There is also a lock-out solenoid that is energized when you are in reverse. But it is all enclosed. This is happening both in going forward and reverse. I tried the wood block method of blocking the slide so I could go in reverse. Nothing.
 
Just found the manual. it is a Titan Model 10. More parts in side than I thought. I can see now what may be the problem. The master cylinder moves on four rods which are probably rusted. The manual also indicates that the service life for the actuator assembly is about 5 years. I will see what I can do with penetrating oil.
 
You can also try "pulling" it out - chock in front of the trailer wheels and pull the truck forward. I have had to use this trick several times to "unlock" the surge brakes. Then again, it may be rusted up inside. But try this to see if it allows the wheels to roll.
 
The actuator does move in and out when I drive the truck. I think the master cylinder is rusted so it can't move. I am going to douse it with oil when it gets light,
 
I think I found the problem. Had to take the master cylinder out to get to it. There are two large steel rollers on a 1" shaft that allow the inner sleeve to move back and forth inside the outer sleeve. One was laying on on the inside of the chamber and blocking movement. Someone had to have pulled the cotter pin and pulled the pin out about halfway for that to happen. Hope it wasn't me and I just don't remember.
