Port stern locker leaking in CD22

I keep my spare anchor and rode in the port stern locker and have noticed that the rode is often wet. Today, the locker had three inches of water sitting in it!

I'm not sure if the water is coming through the rod holder at the stern or the seal on the hatch. The starboard locker has always been bone dry and it has the same rod holder setup so I'm thinking this might be a hatch seal problem. At the same time, three inches of water seems like a lot to come from rain on the hatch.

The locker has a drain in the bottom (but not, inconveniently, flush so there is a always some water sitting around the drain fitting). I don't think the starboard locker has a drain. Is the port locker supposed to be an ice box or some kind of primitive live well?

Have any of you had similar experiences? Also, what, if anything, have you done to lower the drain or raise the bottom of the locker around the drain so that ALL the water drains instead of leaving a 1/4 inch sloshing aound?

I thinnk I'm correct in this. Initially the "stern lockers" or lazarettes, had covers that extended over the sides and kept those spaces dry. We had those covers on our 94 22 footer. Somewhere along the line the builders began using covers that were meant for vertical compartment openings and these leaked. SEA3PO here sells the correct covers periodically.
