Impeller replacement Honda 50s

After reading about how to in my Clymer Honda service book, It states to cut off the speedometer tube as close to the coupler as I can to the fitting. I have looked at the blowup of that part and looking at my 50's I see a tube next to the shift linkage not hooked to anything capped off so to speak. Do I do this as I start dropping the lower unit down or what? Also I noticed in the 1999 engine the lower unit oil gets milky so I have been changing it a couple times a summer. Is there a seal that is more likely to be the gone bad one then others, say the prop shaft seals etc.
I want to get these done once so I know how on my own. I have the tools just not all the wisdom.

Milky oil in the lower unit I believe is something you want fixed quick. Water is getting in and that can be very bad for your lower unit. With all the gears in there I would make that a priority to get fixed.
