Coulee Dam through Canada

According to my interpretation of NOAA charts, Roosevelt Lake is navigable from Coulee Dam to the Canadian border. Is this true?

Secondly, how far on the Columbia can one boat into Canada. I've got an adventure in mind....

I seem to recall that there is no customs port of entry on the Columbia River going into Canada.
 
I would think you would have to pay attention to river flow like with
spring melting and also the level of the lake. Last time I was there I
packed up and went home because I had not done my homework and
there was no water in the lake. The fuel docks were high and dry and
the boat ramps had closed signs. How far you could go into Canada
would depend on the boat and how much it draws. I think El and Bill
have been there and a scan of their site would give you pictures to go
