1. Cat's don't like walking on tinfoil. You can put it on places that they need to jump up onto to access your boat (assuming you know how they do this.
2. Most dogs should be helpful if you can get them to stay near the boat via fencing or other encouragement. If you tie a dog to your boat the cats will figure out how to get the dog tangled, and then just enjoy your boat that much more with the dog safely restrained before them.
3. The most legitimate way to both deal with your problem and let the cat's owners know they are adversely affecting your world is to live trap and deliver the cat to the authorities. Let them find the owner, and inform them of their violation. It will do a lot more than if you bring someone their cat and ask them to keep them under control, especially if it happens more than once with the same cat.

You might get them to leave your boat alone for awhile, but they could seek revenge and you'll probably just trade one hassle for another.
