California Central Coast Just Got Screwed

I just read the link, but it is not very specific. What is the practical impact on fishing, diving and boating? Are those areas strictly off limits or what? Is fishing completely banned and how big are those areas?

Some areas are closed completely, some open to fish for pelagics only. Most are in areas that are desirable fishing areas due to location. They can't stop you from traveling through the areas, just be sure that you fishing gear is stowed.
The page has a map on it with the areas and what the limitations are.

They did this to us at the Channel Islands five years ago- we lost some excellent fishing areas.
Trust me- they want to close all of the waters to fishing-- period.
Now they are talking fish farms down here-- aahhhhggggggg
 
Wow, they closed some of my old fish stomping grounds around Santa Cruz, Monterrey, and Big Sur. That sucks for sure ! Here in the south the federal american red snapper limit has been lowered to 2 fish per angler here in the Gulf . Florida doesnt recognize the Fed rules within 9 miles however so we can still take 4 reds in state waters . And of course we ALWAYS fish in state waters............. Offshore fishing for bottom species is getting regulated out of existence .
 
We know how it feels to have closed fisheries.... up here at SF
We used to be able to Rockfish 12 months of the year 15 rockies and 4lings off the coast. Now For the last 5-10 years we are limited to only 5 months a year 10 rockies and 2 lings at 120 ft or less... this year 180ft. The positive thing is that now in the last few years there are more fish and bigger fish. The fisheries should recover down there too.
My cousin goes out of LA harbor fishing on a charter and says he is luckey to catch 1 small fish.
