C-dory 25 cruiser self bailing in freshwater

Can anyone comment on whether a 25 cruiser will self bail in fresh water? I understand the vessel will sit lower in fresh water and saw some comments that a heavily laden vessel in salt water will not self bail.

My 25, like many, sits with the scuppers just barely above water. As soon as I stand or sit in the back of the boat, they are under water, unless I'm really light on fuel and potable water. I have scupper plugs that I put in unless I'm underway, or think it might rain overnight while I'm in the V-Berth.
 
I've got the 2007 25' and when Im fully loaded with 100 gallons of fuel and 20 gallons of fresh water in the tank and another few gallons in bottled water +2 cannon elec downriggers and weights and crab pots on board with supplies for a week out on the water the bottom of the scupper outlets are right at the water line. They don't drain fast as the rubber flapper restricts flow overboard but prevents water from coming back in. I cannot speak to how low it sets in freshwater however my boat lived on a freshwater reservoir for may years prior to my owning it with no problems to my knowledge. Hope this helps.
 
Some of the 25's have scupper overboard fittings lower than necessary. Those should be moved up. My last 25 was heavily loaded, and I virtually never got water thru the cockpit scuppers in either fresh or salt water. 90% of that boats usage was in fresh water.
