2007-175 HP Suzuki engine surge

I have a problem - hope you can help. Started the engine up this spring . It started fine. However, when you push the throttle up to 3000+ rpm in neutral the engine starts surging. It runs fine below 3000 rpm. I have not tried with a load on the prop. I changed the primer bulb - I found it leaking. Also drained the fuel filter bulb - no water present. What else should I check???
 
Carl , thats normal for a Suzuki !! In neutral there is a 3000 RPM rev limiter to protect from over revving with no load . All is well !
