If I remember correctly, they made a 28 hp, a 48 hp, and an 88 hp set of motors for a reduced price to include in package deals (boat, motor, and trailer) to compete with other manufacturers.
Basically, they were the same as the 30, 50, and 90 hp motors. I don't remember about the VRO, but it makes sense.
Probably not a "Commercial" rated motor, though.
The Commercial motors, were offered in a few of the standard hp numbers, but had beefed up bearings, oversize lower units from larger motors, beefed up water pumps, lower gear ratios with larger prop diameters, and other accommodations for heavy daily use. Probably didn't have VRO, as hand mixing at 50 to one on an engine used a lot in heavy loading would be much better than a VRO system which skimps the oiling down when it thinks the loading is light.
The best thing you could possibly do to get a motor to last more hours, would be to run in for long hours on a daily basis and oil er' up!
Long no-run sit times are the enemy of outboards!
