Have you tried PDR Marine in Ferndale? He makes all the railing for the current factory, including SeaSport and C-Dory. http://www.pooderbuilt.com/railings/
I doubt the Bellingham C-Dory factory would have any in stock, because they don't make very many 16's, but they might be worth a try as well...They just recently completed a 16 Cruiser which may have been spec'd with a bow rail, and if so, PDR may have the template. The Anglers didn't seem to get them as often but the Cruiser bow rail would also fit an Angler.
