Do not know the definitive answer here...have only crossed at Blaine and the 8th Ave border crossing in a car. All the info you need about where the customs docks are and their phone numbers is in Waggoner, if you don't have that head straight to West Marine and pick it up. I would be prepared with EITHER a passport OR picture ID (driver's license) and proof of citizenship (birth certificate) - better to have them and not need them than the other way around!
