we have a 22 cruiser with a 75 honda. when running at wot our gps speed is 28 mph trimmed out, prop is 13.5 by 15. our tach reads 3400 rpm and at cruise of 19.8 mph it reads 2800 rpm. this is obviosly wrong, is there an adjustment on the tach or anywhere else?

our new used 22 cruiser has sat for over a year before we got her. the windows are seized up tight and i have applied some silicone to the track and the rubber seal and still no movement. should i pry the rubber seal open or ?
