For a #8 to #12 screw, I drilled a 3/8" dia. hole with a twist drill through the gel coat and the top layer of fiberglass, down through the foam core till I touched the fiberglass on the other side of the foam core.

  20. 5. Then I went into the 3/8" hole with this bit on the end of the dremel and cut out the foam. By using the 3/8" hole in the fiberglass I could run the shank of this bit around the hole and make a bigger hole in the foam core, down to the next layer of fiberglass.
Blow the hole out and it's ready to receive epoxy.
