Mike, I did check the hose for blockage and the hose was clear of debris. I did order a new Rule 27SA Automatic bilge pump. I now will use some de-bonder spray to free up the strainer. Thanks Eric

Yes there is power at the pump. When I turn the bilge power on the pump runs for two seconds and then shuts off.
