Can a loaded 22' get on step with only one 50hp outboard? If you can't get on step with only one outboard, there's really no additional safety benefit to twins. Displacement speed of a 40 isn't going to be much faster than a 9.9 high thrust. You're probably looking at about 5 knots max either...
