water accumulation under 16 cruiser seats

I noticed that when my 16 Cruiser was sitting on its trailer slightly down at the bow, water settled in the storage compartments under the seats. When I tilted the boat up at the bow to drain, I found there was no way for that water to drain toward the stern. What is the rationale for the lack of drainage and has anyone drilled holes in the aft bulkhead to drain the compartments?

(The water came from leakage through the sunbrella cockpit cover)
 
Yes, right in the corner that's aft and towards the centerline of the hull, right at the floor. (Be careful to not drill into the floor!) It's about 3/8", works fine under way or on the trailer tipped slightly up, and is hardly noticable.
 
The forward edges of the seats are open, letting water run under the seats. I have been thinking about sealing mine up. I never hose under those seats anyway.
 
I was at the boat show today and noticed that the current version of the 16 cruiser has the "tunnel" in front of the seat storage sealed fore and aft... don't know if there is anything besides air sealed in there.
 
To me, that would be a great improvement. I can always drill the small hole at floor level in the back of the seat box for drainage.
