Prop for 115 etec 1983 22' angler

I am using a Solis 13.25 X 15" pitch aluminum prop
I can only get 4200rpm
I also have a power jack plate and have tried different heights
I would like to get to the recommended WOT

Anyone out there running a 115 etec on 22' angler?

I am thinking about going to a 13 pitch any try a 13 pitch?
