Price of a 2003 9.9 Merc long shaft excellent shape?

I have come across a 2003, 9.9 Merc long shaft in great shape. Not much use and never in salt water. What is a reasonable price? The fellow wants $1700.00. Are these Mercs made by Tohatsu as the new Mercs? How easy is it to add charging capabilities?
 
New, 9.9 long shaft electric start tohatu's are 2100 bucks, plus or minus. Your seller is over pricing his merc by probably 700 bucks.
