Need Manuel Wipers help

My wiper shaft has frozen inside it's tube. I see that I need to lubricate this shaft or do what ever I need to do to free it's movement. The handels that I reach for to move the wiper have what appears to be an allen nut to hold it to the shaft. Here's my problem, neither an english or metric will fit this allen. So has anyone had to work threw this problem and what did you do?
 
Jim, my boats under cover, so I can't check it. My suspicion is you might have a Bristol head screw. They are kinda' star shaped.
 
Hello. I have 2007 16 Cruiser. I had to tightened mine up and I believe it was a 1/8" or 3/16" allen head wrench. I had to fumble around since I couldn't see to fit it in. You may need to take a scribe and clean it out.
