If you fish for halibut while on anchor, some fish attracting scent is useful. Some accomplish this by putting a similar device (or chum bag with an fish oiled sponge in it) on the anchor chain with a zip tie. Since the boat will usually orient itself with bow into the current, this will carry the scent past the underside of the cockpit and attract fish from the stern end of the boat. As you usually fish out of the stern end while on anchor, such a setup will bring "downstream" halibut towards your gear.
