Honda 40 With Plugged Drain Holes

On a previous oil change I must have spilled some oil while refilling the motor. Apparantly the old oil combined with water and completely plugged the holes that drain the water that gets under the cover.
The degreaser I put in there didn't seem to help. I 'spose letting it sit longer may help but it might do more harm than good, I fear.
I did find and open up one of the weep (?) holes at the very back of the pan that the engine sets on. There must be more of them as the other engine drains rapidly when water is poured into the pan and this one drains slowly.
Help!
 
I did find two small weep holes on each side of the motors that eliminate water trapped behind the webbing cast into the pan.
It turns out the main drain hole on the motor that had the sludge is much smaller than the other motor! If you plug the rear drain on the other motor it quits draining which leads me to believe there is one main drain.
Both these pans were replaced by the dealer after the boat was rearended. I can't imagine why one hole would be large enough to evacuate the pan rapidly and the other be so small the water just trickles out.
I've flossed the slow hole with anything that would fit and just can't get it to do any better.
If you stick your finger down by the drain you can feel a ridge on the slow one that isn't there on the fast one.
Much to do about nothing, apparantly.

I pulled off the extension case cover and found some sort of rubber plug (grommet?) in the drain slot on the motor that drained slowly. It sure didn't take very much gunk to plug it. Sportcraft Marine didn't install the plug in the other motor which explains why it drained so rapidly.
Which is right, does it matter? Is the plug there for salt water use to keep the water out if you get pooped? Wouldn't it would be easier just to cast in a hole and call it good? Do I have a clue?
I think I'll have a beer and watch some Mixed Martial Arts fighters beat each other up, sheesh.
