I know what you mean about getting the itch to fish though. I'm getting antsy too.
We've fished the Islands for the last two years in March because that's when they hold the Anacortes Salmon Derby. It's been loads of fun but the weather is iffy at best. Two years ago, we survived gale force winds. Last year, it was very cold and rainy. So I guess my answer is, there are fish to be caught, people do fish out there in Feb/Mar but you must contend with the weather. The derby will be held again the last weekend in March and we'll be out there to continue the tradition.
