While my wife was using her IPhone Navionics App as we were heading toward Montague Is, she noticed she had service as we passed Lone Island. It looks like ATT has an agreement with Copper Valley Wireless and there is a GSM site on Naked Island. Only voice and text, no Edge data.
 
I've also found service on the Montaque Strait side of upper Knight Island, out in front of Mink Island, and in front of Unakwik.
