This was hard to photograph, but basically the mounting holes had NO sealant or anything protecting the core. What you can see that is light tan is raw, bare (and thankfully, dry) balsa core in the transom. There was a very, *very* slight amount of silicone around the washers (not that I would have wanted more of THAT). Really glad I'm doing this before any water got in - these are the last of the transom holes that are not over-drilled, epoxy filled, and then re-drilled.
