made epoxy reservoirs for the inside, so that they fill to a level above the relief hols on the outside
taped the outside of the main bolt holes and drilled relief holes above, angled down

Peeled off the tape on the reservoir, chiseled it flat (I\'m a good chisel guy. If you aren\'t a good chisel guy maybe use a sanding block)
