I have a 22 ft crusier 2019 and previous owner installed an AC uniti
on top.
Would it sturdy enough to place a thick foam mat on AC and strap kayak
on top kayak pads ?
Would it be too tall or top heavy.
Small 10ft pelican kayak about 35 lbs

Yes, the CD22 cabin top is plenty strong enough for a 35# kayak.

The covers of the AC units are very thin plastic. Then tend to break easily. I would put the Kayak on a side mount to one side of the AC unit. There are many different Kayak mounts which can attach to the cross arms between the two SS Cabin railings. Thule and Yakima both have mounts which can be adapted--or make one out of thick PVC pipe for the least expensive solution. Schedule 80 1 1/4 PCV pipe (or electrical conduit) is plenty robust. Some T's, 90 L and 45 L , add in some hose clamps, and PVC glue--maybe paint it a color to harmonize with the strip on your boat to give some UV protection and "Bling".

I recently built a roof rack using off-the-shelf stainless railing components. It clamps onto the factory handrail, and I intend to use it with Yakima Jaylow kayak racks. I have not tested it with the kayak loaded yet, but the 7/8in tubing needed to be padded/shimmed for the removable Yakima racks to clamp on. Maybe something similar could work in your case.
