Is foam replacement something I should be looking for in any 2004 25 cruiser? I’m looking at one that is much less expensive and wouldn’t want to overlook something that critical - thx.

No, in several ways balsa is a better core material. Just don't put holes in it, without putting epoxy plugs to seal any core material. Any foam can delaminate, and that is still an issue if water gets underneath the inner glass layer. The core gives the "I" beam effect. If there is loss of adherence to either layer, the "I" beam effect is lost.

Perhaps the seller can enlighten us as to why the boat was recored. The owner did put a thread up about the record. But I would ask if all interior furniture was removed, and if the fuel tank was removed. Usually this is because there is water intrusion, delimitation and rot. Recoring is a major repair, especially under the fuel tank (which is under the cockpit) and it is difficult to know if there is core failure under the tank, until the tank is pulled. Unless the tank is in perfect condition, I would replace it when the cockpit deck is off.

With the 115 hp outboard, you will be basically limited to hull speed or 7 knots. You can push the boat faster, but not up to the 18 to 30 mph which most 25's will reach. Many go to 200 hp when repowering the 25's.
