Motor controls cable sleeves?

When I go my C dory, it had a foam sleeve over the steering and throttle cables in the splash-well. But the sleeve was falling apart so I removed it. It looked similar to foam pipe insulation, and was zip-tied around the cable bundle.

What is it's purpose? Should I bother trying to replace it?

I have an aluminum fish/storage box in my splash well and when trolling with the kicker, the cables rattle against the box which is really irritating. So, I have split pool noodles or pipe insulation and tie-wrapped them to the cables to stop the rattling......

Gotcha, so more of a comfort thing.. not really to protect the lines or the splashwell gel coat...(?)
