These appear regularly, various exposures on Southern Vancouver Island, perhaps elsewhere, also. AFAIK there is no established source, or known area where the bodies are dumped. IF they are dumped. Some may have been traced to a disappearance.

The shoes, with whatever remains inside, must be the sole flotation, and provide some protection from scavengers, likely crabs mainly.
