Larry,
I believe those specs on filters, hoses etc, are for inboard powered boats, as per the PDF.

Bob,

Yes, outboards are exempt. I think the Coast Guard way is the 'best practice', and safest. My opinion is that all fuel system components inside the hull should meet the inboard requirements, for safety.
