I am not going to agree with you that the decelerator (inertial) vs the hydraulic pressure systems are equal. Tekonsa makes both proportional and time delay controllers. Some of their controllers are not suitable for Electric over hydraulic. Some have a setting which will allow both.

Ford brake controller has two settings: Electric (electromagnetic) and Electric over Hydraulic. The proper one needs to be selected!

On my truck and other vehicles I have used, you have to set the trailer brake controller gain for the specific trailer. Take the vehicle speed to 25 mph.on level straight dry pavement. Apply the trailer brake only with the manual control.. You want one setting on the gain, just less than locking up the trailer brakes, using the trailer brake controller alone (not truck service brakes). For example set on gain 6 (gain is 0 to 10 by 0.5 increments), if it locks up, lower the gain by 0.5 and try again, until one setting below lock up.

If towing the trailer empty, you need to know the gain setting for that--and lower it appropriately if you are driving the trailer, with no boat on the trailer. Best to know the gain settings for full load for a month on the water, food, gear and fuel, may be different than light boat--no gear/water/food and minimal fuel--may be over 1000 lbs different--and requires a different trailer brake gain setting.

The 'low, medium and high" settings are for increased voltage for some trailers. Most use the low setting. The controller gain must be properly set for each trailer.
